Rate limiting applies to SMS, voice, and email notifications. All other notification actions aren’t rate limited. For information about rate limits, see Azure Monitor service limits.
Rate limiting applies across all subscriptions. Rate limiting is applied as soon as the threshold is reached, even if messages are sent from multiple subscriptions.
When an email address is rate limited, a notification is sent to communicate that rate limiting was applied and when the rate limiting expires.

How do we find the tenant?
We get alerts from Multiple Tenants and it didn’t tell us which one. Was able to decipher the UnSubscribe email link to give us the Resource Group and Subscription ID
