Start the server and start tapping the f8 key and choose “Disabling Driver Signing” in Advanced Boot Options

If you are not seeing this you are probably in the Error Recovery Menu, try pressing f8 again and reboot or Delay the Boot in Vmware settings for VM

Make sure all windows updates are then done on the server
