Randomly sometimes the Licensing server “tracking” files seems to have corrupt itself. Location of tracking file below.

C:\ProgramData\Olympus\LicenseManager\WGAccount.xml

You can delete this file ( leave the other XML ) and reboot the server. This will refresh the database and enable you to open the license manager again and the server should start to give out licenses again
