Custom Instructions are stored server side not on the machine so we can’t deploy via a policy until Microsoft makes it available ( Currently hidden and not accessible via Graph )

Looks like Microsoft solution for this would be to create a “Agent” with these instructions built in so people interface with that agent in chat with the right instructions
