As of now, Microsoft does not provide a supported way to bulk create external users with Email OTP that completely bypasses the invitation redemption/re-enrollment process. Every guest user must accept an invitation to establish trust and consent. This is a security requirement to ensure proper identity verification and consent before granting access.
