This looks to be a generic issue with Apple Wallet : Service access with Managed Apple Accounts – Apple Support (AU) “The app appears, but organisations can add only student ID cards and employee badges”
The list of UnManaged Accounts didn’t come back with a list of emais
I had to do the domain capture then run a Message trace in exchange : [email protected]
Which gave me this after
If you don’t have a device with a supported software version installed, you can also complete this process by signing in to account.apple.com using your Apple Account.
- You will be asked to Click on the Transfer to a Work Account option.
- Have health data recorded, e.g. track your steps
- Apple Pay or Apple Wallet Cards (note this includes Weel Cards which have to be added again) – if you need to do this refer to Apple’s instruction guide, here
- Using Find My iPhone or other Find My services
